Virkeligheden og Maskerade bag Forhandlingsspil i Tilvejebringelse og Levering af Velfærdspolitik

Foreliggende analyse behandler et tilsyneladende kritiske spørgsmål for omsætning af velstanden i samfundet. Tre aktører spiller et spil med velfærd-relaterede skattetryk. Den første skuespiller i rollen som Forhandler Nr.1, forsvarer borgerens lovlige og moralske rettigheder til sociale ydelser. Den anden aktør, i rollen som Forhandler Nr.2, går til værks fra borgerens behov for tilvejebringelse og levering af offentlige goder. Tværtimod, den tredje aktør, herefter kaldet den Spiller Nr.3, giver det private forbrug en præferencestilling i forhold til sociale ydelser og offentlige goder. Faktisk bakket op af en trussel om at stemme imod en foreløbig aftale, udarbejdet af forhandlerne, spilleren Nr.3 manøvrerer med valgprocessen bag scenen og forsøger at indfri forventninger fra vælgerne-borgere om lavere skatter. The Reality and Masquerade behind the Bargaining Game of Welfare Policy-Making and Delivery

Current analysis addresses an apparently critical issue for the circulation of wealth in the society. Three actors play a game with the welfare-related burden of taxation. The first actor, in the role of Negotiator No.1, stands up for citizens’ legal and moral rights to social services. The second actor, in the role of Negotiator No.2, proceeds from the needs of citizens for the provision and delivery of public goods. Quite the opposite, the third actor hereinafter named the player No.3, gives private consumption a preference over social services and public goods. In fact, backed by a threat to vote against a tentative agreement, drafted by the negotiators, the player No.3 by electoral manoeuvring behind the scene try to fulfil expectations of voters-citizens about lower taxes. The result of the simulation provides an evidence for the claim that 50% median income is close enough to be considered as a realistic choice of poverty line within the scope of terms given for Nash bargaining solution and conditions for unanimous consent of voters-citizens.
